The Trick

If you’re exposing an image for 15–30 seconds, use the last 5–10seconds of the exposure time to move the camera around. You can zoom in and out, focus and defocus, or both!

Have fun and experiment until you get the shot you desire.

Examples

This image was done through a combination of moving the camera slowly and defocusing.
This effect was done simply by moving the camera down rapidly at the end of the exposure.
I got this effect by moving the camera in a circular motion during a short exposure.
This image was created by a sweeping motion.
This was done simply by zooming the lens out as the image was being exposed.

I hope this helps and inspires you to take some great photos! If you like my work and tips then drop me a line at andrewhaimerl.com!
